Remember that drum brakes are not going to brake as hard as disc brakes, and thats just a fact of life. So your drums might be operating perfectly fine, but you are comparing them to a stronger bike.
However if this is a new thing for your drum brakes, first try adjusting them:
Also be mindful of a stretching brake cable, when they get old the thin cables will start to snap one by one, stretching out the original length of the cable and reducing braking capacity. This usually happens before it snaps.
If none of these are the problem, then it just might be time to replace the pads.
